7 HCM City Strategic Growth Sectors: A 2026-2030 Vision

Following integration with neighboring regions, Ho Chi Minh City has evolved into a quintessential service economy. Currently, the service sector accounts for a substantial 60-65% of the city’s Gross Regional Domestic Product (GRDP). However, to maintain momentum, the government is pivoting toward HCM City strategic growth sectors that prioritize technology and high-value services.

Moving away from a reliance on traditional industries, the city’s growth momentum for the 2026-2030 period will concentrate on “seven strategic spearheads,” ranging from international finance to semiconductors.

Identifying the Drivers of Economic Breakthrough

Speaking at the recent online workshop “Identifying High-Growth Sectors and Opportunities for Businesses,” Mr. Do Thien Anh Tuan from the Fulbright School of Public Policy and Management highlighted five major international drivers:

  • Digital Transformation (AI)

  • Global supply chain restructuring

  • Green growth (ESG)

  • An aging population

  • The boom of the service sector

Based on these drivers, the city has outlined seven potential industry groups where businesses can seize development opportunities to ensure a breakthrough by 2030.

1. Finance, Banking, and Fintech

Anchored by the recently inaugurated Vietnam’s International Financial Center (VIFC-HCMC), the city expects to attract leading global financial institutions. This is a cornerstone of the HCM City strategic growth sectors framework.

2. The Digital Economy

The city aims for this sector to contribute 40% of its GRDP by 2030. Momentum is expected from AI, data, and e-commerce. High-growth segments include:

  • Data Centers and Cloud Computing

  • Cybersecurity

  • Digitalization of government and business

3. Semiconductors and Next-Gen Electronics

Vietnam has designated semiconductors as a strategic industry. The city aims to train 39,000 university-level personnel for this sector by 2030, focusing on chip design and the Internet of Things (IoT).

4. High-Tech Manufacturing and Biotechnology

This involves transitioning to industries with lower carbon emissions. Potential areas include automation, robotics, and the circular economy, primarily centered at the Saigon Hi-Tech Park (SHTP).

5. Logistics and Seaports

The strategy includes developing the “super-port” complex of Cai Mep – Thi Vai in conjunction with the Can Gio port. This model requires seamless connectivity with the Long Thanh International Airport.

6. Premium Services and Digital Content

Expanding cultural industries and high-end digital services to match global standards.

7. Urban Tourism and High-Quality Healthcare

Leveraging medical tourism and modern urban experiences to diversify the economy.

Future Outlook for Businesses

As these HCM City strategic growth sectors mature, they will require massive investment in digital infrastructure and clean energy. For instance, a proposed Data Center project in Cu Chi would require approximately 2,500 MW of power. Businesses that align with these “seven spearheads” now will be best positioned for the 2030 landscape.
