HANOI – In a historic milestone marking 35 years of diplomacy, Vietnam and the European Union (EU) have officially upgraded their relations to a Vietnam-EU Comprehensive Strategic Partnership. The announcement was made during a press briefing on January 29, co-chaired by State President Luong Cuong and European Council President António Costa.
A New Chapter in Diplomatic Trust
The official upgrade reflects an increasingly high level of political trust between the two regions. State President Luong Cuong emphasized that this visit opens a “new chapter,” positioning the EU as a top priority in Vietnam’s foreign policy. This move aligns with Vietnam’s ambitious “centenary goals” to become a high-income developed nation by 2045.

As Vietnam transitions into a new development phase, the Vietnam-EU Comprehensive Strategic Partnership will serve as the foundation for a growth model driven by digital transformation and green transition.
Science and Innovation: The New Pillar of Cooperation
President Cuong proposed making science, technology, and innovation a core pillar of the bilateral relationship. To ensure the success of the Partnership, both sides agreed on six key orientations:

Strengthening political trust through high-level delegation exchanges.

Expanding economic cooperation as a vital driver for growth.

Making science and technology a strategic priority.

Promoting respect for international law and multilateralism.

Enhancing maritime economic cooperation and sustainable fisheries.

Bridging ASEAN-EU relations ahead of the 50th anniversary in 2027.
Strategic Vision Amidst Global Volatility
European Council President António Costa noted that Vietnam is the EU’s first Vietnam-EU Comprehensive Strategic Partnership holder within the ASEAN region. He highlighted shared values in free trade, freedom of navigation, and a commitment to international law.
Beyond traditional trade, the partnership aims to accelerate the Just Energy Transition and improve transport connectivity. Both leaders committed to the effective implementation of the EU-Vietnam Free Trade Agreement (EVFTA) and urged the early ratification of the Investment Protection Agreement (EVIPA).
Future Security and Governance
The Vietnam-EU Comprehensive Strategic Partnership also extends to defense and security. Both parties will maintain dialogue mechanisms regarding UN peacekeeping, maritime security, and cybersecurity. As the EU looks toward the Indo-Pacific, Vietnam remains its most vital bridge for regional stability and economic integration.
