Powerful Vietnam-Russia Comprehensive Strategic Partnership

Prime Minister Pham Minh Chinh’s official visit to Moscow on March 23, 2026, has ignited a fresh momentum for bilateral ties. During high-level meetings with Russian parliamentary and party leaders, both nations committed to expanding their historic bond. Specifically, the two sides aim to deepen the Vietnam-Russia Comprehensive Strategic Partnership across energy, high technology, and regional security.

Strengthening Parliamentary and Political Trust

In a cordial meeting, PM Chinh and Chairwoman Valentina Matviyenko of the Federation Council discussed the vital role of legislative cooperation. Chairwoman Matviyenko congratulated Vietnam on its successful 2025 socio-economic achievements and the recent general elections. Consequently, she expressed firm confidence that the new legislature will continue to work closely with Russia’s Federal Assembly.

PM Chinh emphasized that Vietnam consistently views Russia as a top priority in its foreign policy. To consolidate this trust, both leaders agreed to:

  • Increase Delegation Exchanges: Enhancing visits at all levels and through all channels.

  • Supervise Agreements: Ensuring the effective implementation of deals in oil, gas, and infrastructure.

  • Legal Harmonization: Removing obstacles to promote smoother trade and investment in the new era.

The dialogue also focused on the “people-to-center” approach. Specifically, Chairwoman Matviyenko highlighted the Russian people’s fondness for Vietnamese tourism. She suggested creating more favorable conditions for teaching the Russian language in Vietnam to bridge the cultural gap. Furthermore, PM Chinh requested continued support for the Vietnamese community in Russia, helping them integrate and contribute to local development.

On the international stage, the Prime Minister requested Russia to maintain a balanced stance on the East Sea issue. He urged support for ASEAN’s position based on international law, particularly the 1982 UNCLOS, to ensure regional peace and stability.

On the same day, PM Chinh met with Gennady Zyuganov, Chairman of the Communist Party of the Russian Federation (CPRF). The Prime Minister affirmed that the special bond between the two Parties remains unchangeable and grows stronger under any circumstances.

Chairman Zyuganov congratulated Vietnam on its ambitious “100-year vision” to become a high-income developed country by 2045. He noted that the Russian people and the CPRF regard Vietnam as a “trusted friend” and will stand alongside the nation’s development path.

Finally, the visit successfully reinforced the viewpoint of “solidarity to create strength.” By stepping up exchanges in party building and cadre training, both nations are preserving a unique legacy. As Vietnam moves toward its 2030 goals, this Vietnam-Russia Comprehensive Strategic Partnership provides a stable foundation for speed, resilience, and mutual prosperity.
