- Conditional business lines
Conditional business lines require conditions when conducting business, which individuals and organizations must meet when conducting investment activities.
There are 227 conditional business lines, of which construction, education, mining, and healthcare have the most sub-licenses.

Each type of sublicense falls under the jurisdiction of a specialized agency and needs to meet the conditions of each industry, usually including three groups of conditions related to:
- Conditions for conducting business activities governed by a license.
- Conditions on business subjects.
- Conditions of services and products subject to a business activity.
2. Restrictions when applying for a business license in conditional business lines
The Government of Vietnam is making efforts to reform administrative procedures, speeding up the improvement of the investment environment, but there are still many limitations and difficulties for conditional industries and professions when entering the market:
- Management of business through certificates makes it more difficult and limited for enterprises and investors.
- Some business lines are under overlapping administration by different interdisciplinary agencies, for example, security services… or must satisfy difficult requirements.
- The licensing process is still complicated for foreign businesses and retail brands.
