The People’s Council of Ho Chi Minh City has officially approved a significant adjustment to the HCM City-Moc Bai Expressway investment policy. Originally slated for over VND 19.6 trillion, the project’s total capital is now estimated at nearly VND 23 trillion ($874 million). This revision follows a comprehensive review of the project’s Phase 1 requirements under a public-private partnership (PPP) model.

Explaining the Financial Adjustments

The primary driver behind the increased HCM City-Moc Bai Expressway investment is the rising cost of compensation, support, and resettlement plans. Specifically, costs for two critical sub-projects have surged:

  • Sub-project 3 (HCM City): Compensation and resettlement costs rose to VND 6.38 trillion.

  • Sub-project 4 (Tay Ninh): Resettlement expenses through Tay Ninh province increased to VND 3.75 trillion.

Notably, the core construction components under the build-operate-transfer (BOT) contract remain unchanged. This includes the main expressway body, service roads, and overpasses. By securing this additional funding, the project ensures that local communities are fairly compensated while maintaining the technical integrity of the route.

Technical Specifications and Connectivity

The 50-km expressway represents a vital link between Vietnam and Cambodia. Designed for high-speed transit, the route will feature four lanes and a design speed of up to 120 km/h. Furthermore, it connects Ho Chi Minh City with Tay Ninh and provides a direct link to National Highway 22 through the Moc Bai International Border Gate.

This strategic corridor is expected to:

  • Ease Congestion: Reduce the heavy traffic burden on existing national routes.

  • Boost Cross-Border Trade: Improve connectivity with Cambodia for streamlined logistics.

  • Stimulate Growth: Serve as a catalyst for regional economic development across the southern growth poles.

 

Updated Project Timeline

With the approval of the new HCM City-Moc Bai Expressway investment figures, the implementation timeline has also been extended to 2028. Construction is slated to begin in the second quarter of 2026. Stakeholders target late 2027 for the completion of the main infrastructure, with full operations following shortly thereafter.

Finally, this adjustment demonstrates the commitment of local authorities to delivering high-quality, sustainable infrastructure. By addressing financial challenges early, the project is better positioned to transform the transport landscape of Southern Vietnam.
