Vinh Loc Road Expansion: HCMC Pours $270M to Ease Congestion

Years of gridlock at one of Ho Chi Minh City’s most congested western gateways could finally ease. The city has recently approved nearly VND7 trillion ($270 million) for the Vinh Loc Road expansion, a key artery serving multiple industrial zones.

The Ho Chi Minh City People’s Council last week approved adjustments to the investment policy for the project. The upgrade covers the stretch from Tran Van Giau Road to Road No. 2A in Vinh Loc Industrial Park.

Overcoming a Decade of Delays

The project was first approved in 2015-2016 with a planned width of 18 meters and a total budget of VND807 billion. However, construction stalled for years as costs ballooned and authorities struggled with design scale, funding sources, and site clearance.

Under the newly approved plan, the Vinh Loc Road expansion will widen the route from 18 meters to 30 meters, equivalent to four motor vehicle lanes. The route length has also been revised to more than 7 kilometers.

Impact on Local Communities and Businesses

The expanded road will run through Binh Loi Commune, Vinh Loc Commune, Tan Vinh Loc Commune, and Binh Tan Ward. This massive undertaking requires:

  • Land Acquisition: Nearly 24 hectares of land.

  • Affected Cases: 1,424 cases, including 93 households requiring resettlement.

  • Compensation Costs: Estimated at approximately VND5.807 trillion due to updated land rates.

City authorities stated that integrating site clearance into the main construction package is essential for synchronized implementation.

Why the Vinh Loc Road Expansion is Mandatory

Currently, Vinh Loc Road is only 7-8 meters wide. Despite its narrow width, it carries heavy traffic volumes, leading to prolonged congestion at the Vinh Loc five-way intersection.

“Expanding the road to 30 meters is a mandatory technical solution to restore two-way traffic and improve safety,” according to the Ho Chi Minh City People’s Committee.

Once the Vinh Loc Road expansion is completed, it will link major industrial zones such as Vinh Loc and Le Minh Xuan. This will significantly reduce logistics costs and share the traffic load with National Highway 1. According to official city planning reports, this infrastructure boost is vital for the economic growth of the western gateway.

Timeline for Completion
